The system is self bleeding. Fill the tank, start the engine, then turn the steering wheel left and right all the way to the stops. Do this several times. Refill the tank if necessary, and repeat. I have replaced several steering racks and never heard or heard of one whining.. If you still hear the whine, you probably need a new power steering pump.
