sure, you can just loosen the fitting and let it drip all over . lol. brake fluid eats paint of course. It's very nicely water-soluble though. you can suck what you can out of the master cylinder reservoir with a turkey baster if you want, you won't get it all out. That screen in the filler hole of the res comes out, just dig it out of there carefully.

splices in brake lines are sort of an 'not really official repair. You can get away with it, but ultimately, it's not really a correct repair.

and it depends on what type of splice. If you have a nice solid junction block and you have the right double flair, or whatever is exactly correct, that would be as good as stock. If using a single flair, or something 'less' .........maybe not so good.
