I regularly fix such rusted out areas under the windshield and under the back window. It must be cut out totally and fit in an exact part that I make myself to fit. It takes some time, of course, but it will be perfect. It is welded in. Some imperfection of the surface level can be helped with JB Weld and eventually the tiny ones with Bondo. I just finished one Westfalia last month that had many rusted out holes. There was about seven holes in the front, three on the side windows frames. Now, I have one here that has a few under the back window. And yes, Por 15 will be used after it's done, two layers. But that is the small rust on the car. The real big rust is under the camper outlet at the floor seam. A total cut out of the panel was necessary and weld in a new one. I am in the Seattle area.
