It was the mechanical water depth gauge that had let go of the cover, and the pump was sitting on the bottom as it should (I thought it had broken off of something). I used 3 ss screws to reattach the level indicator to the cover and 'away we go'. Since I filled the tank, Pump now works fine. We are tankful for all helpful suggestions.

Keith, the pump is an in the tank model which only the USA vans had. These pumps are not made to come apart and be put back together. If it is apart then it is broken and needs to be replaced.
