When I got Scamp ('89) that's about where the gauge sat. Thermostat was starting to open at the correct temp, but opening fully much too soon. New thermostat and new gauge sender from Ken Wilford (and new T-II sender as well, it was also bad along with the radiator fan stage-I switch), and the gauge now gets to a couple needle-widths above the LED when the fan starts up. Otherwise it's between the center of the LED and about a needle-width above it.
