No, not without modification to the steering column. The Golf/Jetta MK III have the same basic geometry, but the screws to fix it onto the column have a different angle (not 2/6h/10h, but 2/8/10h, compared to a analog clock). The MK IV Golfs have a totally different setup, similar to Audis.
