Of course it isn't. Can you imagine something like that trundling down a German street? And the article never actually says it is...sneaky. Doesn't improve my opinion of them.

I'm sure the German thieves have similar techniques and equipment to US thieves -- and I'm not at all sure that exporting vehicles that Germany is tired of to places where they would be likely a net improvement in the vehicle stock is a bad idea.
