When I was in Germany 2006-7 it was even difficult to buy a used T3 Vanagon. The good ones went to other parts of Europe, and the less good to Africa.

Actually, Europe got the catalytic converter laws a lot later than US/Canada. Having grown up there and moved to the US in the 90's I noticed how much better the air smelled even in New York! Now Volvo's, Audi's, and Mercedes all regularly go 20+ years, so though the air has improved there are still many non-catalytic cars on the roads.
