My guess would be body damage, repaired long ago, now showing itself again.

Vans have come to California from everywhere. Lots of them here with rust, some with staggering rust, though maybe not by Canadian standards. We even have locally grown rust but ours is usually higher up from sea air, or surfboards dripping on the roof.
