On 2wd with 2.1 the temp gauge sender is in the plastic housing for the thermostat. If there is not enough coolant it can't read the full heat of the engine through the plastic.

1.9 and Syncro 2.1 have temp gauge senders screwed into metal thermostat housing so these can get heat readings from that.
