Engine and drivetrain parts are not to be sold but everything else is up for grabs.   I work for a dealership group representing seven franchises spread between four buildings.  According to our Used Car Manager this morning we have around 260 vehicles on the lot from this program.  Up here the majority are trucks and SUV"s but there are some cars too including a BMW(model unknown), Mercedes 4wd wagon, SHO Taurus, and misc. other makes and models.  A few are real beaters but most are in decent condition, many equal or better than 1/3 of the cars on the road.
