Fuel filter installed in correct direction? Have you tried bypassing the fuel pump relay (hot wiring) to rule out iffy connections or faulty relay? All engine related grounds clean/in good shape? Any chance you worked on the vacuum lines to brake servo (booster)? Any vacuum leaks? All vacuum lines connected? Hope that sparks a solution! Neil.
