Most recent e-code lights also have SAE / DOT approval too - for example the DE headlights for my BMW R1100 GS - e code and SAE approved.  The high beams for the vanagon are both SAE and e-code, while the H4 lights for the Vanagon are strictly e-code

As for what is legal and what you can do is two different things!
