Subject:      Pumped Water Leak to City Water Hook-Up?

After much procrastination, I finally cleaned out my '84 Westy's water tank.

I've filled it with water and less than a quarter cup amount of bleach. I'd like to run the pump for awhile to clean out the hoses.

When I turn on the faucet, the water pump starts up and water flows. But I notice that a small dribble of water comes out of the city water hook-up as long as the pump is running.

That suggests to me that the faucet needs some attention: The city water valve in the faucet must not be closed completely, so the water from the tank is cross-feeding to the hook-up.

Does that make sense? Is that a common failure? Shall I just replace the faucet? Other advice?
