It use to be back in the early 1980s, VOA would do periodical "Dealer Buy
Back" campaigns, primarily to scarf up most of all items 10 years and older
(Air Cooled emphasized here,) that had sold below a certain
level/target/quota and at the Regional Parts Depots they were sent back to
there would be a certain day that complete destruction of these "buy backs"
would be done. I saw a lot of German Bug Fenders, Hoods, etc., crushed up.
Not a pretty sight for us Vintage VW Volks at the old Culver City Parts
Depot.
Buy Backs don't happen with as much frequency these days as dealers are
allowed more to sell off for whatever they can get to get the inventory off
the books at a heavy discount. What is returned is usually consolidated at
the Dallas-Forth Worth Regional Depot for VOA. Some get sold or destroyed
there, rarely sent back to Germany (costs too much). Some items do get held
there for an extended period "just in case" (they're a bit more aware that
some stuff is still looked for).
