Greg, They unscrew counterclockwise. The nut is welded inside the inner structure. If the bolt is spinning freely, the nut may have broken off the weld. Grinding head off would be one solution in that situation. You install a 'nutsert' to replace the nut. While I'm sure a well equipped hardware store should carry Allen head bolts, it may be difficult to get the exact same one from most big box hardware stores.
