Yep, That is the trick to make a noisy lifter. Now the question is why?

Definitely. The 'best way' to get your lifters to be noisy, is start up the engine, move the van a few feet, then shut it off. Do that a few times and you get noisy lifters, and it seems to take 5 to 10 times as long driving time to get the quiet up again.
