Subject:      removing front fiberglass bumper bolts

Hi. does anyone have any ideas on how to remove the front bolts on a fiberglass bumper if they start to spin whatever they are attached to inside the bumper. I figure there must be a bolt inside there that was once welded to the inside of the bumper but is now spinning. I am thinking of grinding off the head of the bolt. Does anyone know if these bolts can be bought anywhere (hardware store, vanagon vendor?)
