Right -- VW or anybody else. But it does work just fine because of the altitude, for any car that normally lives on regular. I wouldn't take a tankful to sea level without supplementing it with the right proportion of high-test to bring it up to 87 AKI.

People often forget that the only difference in the higher grades is increased antiknock quality and sometimes more detergents to keep the injectors clean. But now that everyone is using injectors, the regular grades have sufficient detergent -- we went through all that in the '80s-'90s.
