Those paper thin flanges on the edge of the stock 1.6 intermediate shaft pulley, which is driven by the back of the timing belt - break easily. Way easily. Sine the same pulley on a 1.9 ( different diameter though ) does not use those little flanges, that tells me they are not needed. The t-belt set up is identical in every other way on that engine, basically, compared to the 1.6.

And you can see that the 'guide flanges' on the edge of the tensioner pulley will keep the belt from moving off the edges of the sprockets and wheels anyway ...... so I'd say............. you could file and grind those off carefully, and run it that way just fine. If I had a good used one in hand, I'd run that of course, but I suspect it can do nicely without those edge guide flanges. They are so flimsy anyway, I can't imagine they really do anything much.

( ever seen a diesel VW running, and the intermediate shaft pulley stop turning, but engine keeps running ? They can do that if the t=belt is loose enough ..... There's no oil pump drive when that happens of course. I saw that on a marine VW diesel engine once )
