On the air cooled engines, the oil pressure switch is before the filter. You will not fix the light with a filter. The proper filter for that engine does not even have any valving in it. No anti drain back or bypass. The bypass valve is in the adapter on the engine. Did you remove that big sump cover and check/clean the screen? Is the wire to the switch good and in place? Ignition on, engine off, light should be on. Start engine light goes off. If light turns on while engine is running you either have low oil pressure, bad switch, disconnected/shorted wire. I say disconnected as the lose connector end could be hitting the engine causing the light to flicker. These engines are noted for oil pressure problems. The cases warp, the cam tunnels get messed up, etc. Check the oil pressure with a mechanical gauge.
