Mark Drillock got it, right on the button.  Both fuses 9 and 10 were blown.
I guess those little 10 amp fuses don't like the bigger lamps I have in both
units.  And since I drive at night very seldom they could have been out for
some time.

Thanks for all the responses.  For those of you that talked about the 'no
lights, some lights if I hold up the high/low beam stalk' I've BTDT some
years back, a bad light switch on the dash.  New (old) switch and a set of
relays and that hasn't come up again.

And for those that asked, holding up the lever produced nothing, no lights.
Has low beams but neither high beams.
