If you want the high beamer behind you to stop, Just put 2" strip of automotive reflective stripping on the back of the hatch. It will let them know they are too close to you and give them enough bounce back with their high beams on that it will glare them for a moment. I actually spoke to a Trooper to ask if ti was legal and he said yes but no more than 2 inches and it can not have large type on top of it.
