Melissa -- your bumpers and Tom Buese's look like half-spheres. Mine are all kinda pointy, probably on account of the heat that melted them. I think these were originally sticky-back bumpers half-round bumpers, and not blobs of white silicone RTV, which was my original guess.

Which makes sense: in a production environment you don't want your workers waving around drippy squeeze tubes of RTV.

Closer examination* shows that my bumpers have white discs on their flatsides, which supports the sticky-back bumpers theory.

To use the dish drainer in my Westy, I have to get rid of the melted stuff -- it's very tacky in both senses of the word. As has been suggested, I either have to find some solvent** or combination of solvent and elbow grease to remove the stuff from the drainer, or get a new drainer. Or wrap aluminum foil over the drainer and pretend that things are fine.

============ * I.e., wearing my reading glasses.

** Best to remove the drainer before waving around drippy rag soaked with acetone or MEK. And wear appropriate gloves: I had a friend who used now-banned industrial solvents to clean radio transmitter equipment in the 60's and 70's. He died from liver cancer.
