All depends on how the cap is used in the circuit. If it's part of a time delay, then yes the circuit should charge instantly and stay charged. But if it's used as part of a filter, you need the charge that's stored in the cap to keep a voltage present and removing it won't work.

I don't follow your logic.

If charging the cap turns off the blinking, then changing to a 0 pF cap with 0 leakage (i.e. removing the cap) should cause the circuit to charge instantly, and stay charged.
