Dear Mike --

You're right.

However, a) once you've done the work to get to where you can remove
the cap you might as well replace it; it's the least of the job.  And
b) the newer type level controllers that don't peg the gauge depend
on the light to keep blinking by itself for a few seconds once it's
triggered, so it's no longer just a lamp-test function.
