Subject:      Installing Headlight Adjusters

I'm trying to put new adjusters into a headlight bucket.  These are for the
low beam vertical adjust and pivot.  I set them into the holes and they just
don't turn.  And it looks like they are not built to be manhandled with
pliers.  Is there a tool made for this?

Any tricks?
