Hi Ron,
I have some on my 740 volvo, those inserts. Factory part you don't see too
often.
but
'The Reason'  there are holes in any headrests is to be able to see through
them !!
it's a Safety Feature.
the holes are not to hold a pad insert.  Using those holes to hold an insert
just happens to work.

 I hope you sell 'em and they make vanagons owners yet more happy than they
already are !
