Not sure I'd recommend that. The very last time I punished someone who'd passed me with his brights on, he fell back alongside and aimed a pistol at me. That was in VA in 1972.

A friend once thought about designing a rig with an aiming CO2 laser -- invisible beam and he thought the lamp reflector would focus enough energy on the filament to blow it. That would be more my style if I were going to get shirty...
