I suspect it's because putting the filter after the pump allows them to use a better/finer filter.

Upstream, you're limited to <15 psi (atmospheric pressure) differential across the filter, before which point the pump will cavitate. Downstream, the differential pressure can be whatever the pump can put out, minus the regulated pressure (~30 psi).
