I suppose it depends on the climate, or at least what seasons it sees use. For some people, heat isn't a concern.

A properly working a/c Vanagon has sufficient heat for below freezing temperatures. An a/c Vanagon with a factory gas heater, far below freezing, and you can warm it up without even using the engine. Not that I need much of either, since I don't drive it much in the snow and salt.
