Bad temperature sender, meaning the low readings you're getting are 
likely in error.  Or possibly the new thermostat is either bad or a low 
temperature thermostat (a couple of these are available, including one 
that opens as cool as 177 F).  My understanding is that one should not 
use a low temperature thermostat.
