Those are the idle boost valves for power steering and A/C. Diagram on 24.24a and b.

Notice that there are two calibrated orifices in the system, both associated with the gasoline vapor recovery system. The large one is the size of a 1.4 mm or a #54 drill; the small one is less than half the size of a #80 drill and I'd have to think hard how to make one. Find/make a pin to size and punch through heavy aluminum foil into soft wood, maybe, then glue it across the end of a coupler.
