Get a 5/16 one in brass or nylon at the hardware store, degrease it and build up one side with kneadable epoxy bar; use a hose clamp on that side.

Or get one each of both sizes in brass, cut as seems good to you and soft-solder or preferably braze them together. Or epoxy for that matter. Degrease well. Use filled epoxy (PC-7, JB Weld, Marine Tex, kneadable), cut the half-inch one in half and leave the other whole; then glue the small into the large. Nylon might work for that method, but I'm not confident about it.
