Between opening up the cap and letting the vacumn off. Then the weight of 16.1 gallons gas return to its normal size. If the tank is damaged from someone lifting up on it or what ever. Like Dave's tank it won't read right depending on where the damage is and the extent of the damage. My gauge on my old van once when I ran it almost out of gas got stuck. It didn't move until I filled the tank up as much as possible. Then while driving down a rough road it shook loose and starting reading correctly. I'd carry a gallon or so of gas with me when the gauge get lower and test it again. See how far you can drive and where the needle reads. That way you will know if its a glitch or something you will have to fix. If money and time is tight just use the odometer. Sounds like you watch the odometer already.
