They must have. On my '84 and '85 and '89 the gauges have behaved like this:

Gauge starts above full line. First gauge movement 30-50 miles from full.

Halfway from full line to long line, roughly quarter-tank fillable.

At long line, bit over half-tank fillable.

At short line, about four gallons remaining. A bit less maybe?

At top of red, ~2.5 to maybe as little as two gallons left, can't remember. Don't think it was as little as 2.0...

At bottom of red, less than half a gallon for sure; they're not kidding.

Maximum achieved fill at least 15.8 on all three.
