Even much earlier than that. Late 50s era Type 2s had marks, with the last (highest) one being larger than the others. This was considered "Maximum Highway Speed", which Volkswagen also considered "Cruising Speed" in 4th gear on the open highway, as described in the Owner's Manual of the era.
