It's the circuit that decides when to blink the LED, and does the blinking.

From the old-type level-controller should be no problem -- if you want it to blink you can get an LED that blinks internally. The newer short type would need a bit of extra circuitry most likely. We can pmail about it.

Aftermarket gauges ought to be set up either to run unregulated or provide their own internal voltage regulation. I see no advantage to trying this hookup.

I don't think you're tied to the WBX gauge if you don't want to be. We can pmail about it.
