I recently replaced the ISV because when plugged in it would cause my idle to rise by about 200 RPM. It seems that its static position when powered was such that it would allow a steady vacuum leak. Also, when revving the engine I could still feel vacuum getting by, which means even with idle switch off, it bypassed some vacuum.
