Once you try it out, you'll see the genius in it. Say it starts raining a bit harder and the interval isn't short enough. To adjust, you just flip the lever to off after it wipes. Then when you decide the window is getting a little hard to see through, you simply flip it down to interval wipe again. The interval is then set to wipe at EXACTLY the right time to keep your vision clear. No fiddling with a knob trying to guess where to set it.

I don't think you can do that with the 99, but the old 19 relay uses a single resistor to determine the fixed delay. Replace that resistor with an appropriate pot and it'd work.
