Personally, my solution was to take a cheapie brass dupe on an ilco X110 and drill the hole out bigger, then un-wingnut one bolt of my license plate and sandwich the key between the license plate and the inspection door with the bolt through the hole. Accessible without tools, and highly non-obvious.
