On my 2002 Golf, I know I read a procedure to program your own new key.  I
think it was in the owner's manual, but maybe it was the Bently Service
manual.  It involves putting the new key in the ignition and then using
your other key in the driver's door.  some sequence of turns/pauses or
something and it programs the new key to your car.
