Yes, in fact, that's exactly what the BMW E36/E39 ones at the top of that page are. They also have the automatic levelers required by ECE regulations.

Note that the ones for BMW E34 and VW at the bottom of the page are "not E-approved." But, it's not clear that those are even HIDs. That site confusingly calls everything "xenon." Xenon gas can be found in either HID or halogen bulbs.
