My current state requires NO safety inspection. I lived for a good portion of my life in Texas. I recall the inspection of the headlights, including their aim (by machine) and their physical condition as a part of the safety inspection. I noticed that one of the criteria concerning headlights is that they must function with original wiring setup. that might not allow some of the modifications that have been described on the list? Of course, I don't recall ever having a an inspection tech going into the wiring, just looking at the physical condition of the headlamps, that they flipped on, off, and between high and low beams correctly, and that they were aimed correctly. Perhaps the same device that checked the aim had a cell in it to check intensity, but I don't know.
