Not much of a ground plane, with all that fiberglass. You could cut a (maybe 2"?) hole in the luggage rack, and mount through the Vanagon's roof. With an NMO, you'd still have the luggage rack available if the antenna were removed. I also thought about putting an NMO mount in the middle of the luggage rack, with some sheet metal (flattened furnace duct?) underneath.

I've got an Austin 500C on the car, which works very well. They will work 440 without a ground plane, but one is needed for the 1/4 wave 144. A Comet SBB-5 will work without a ground plane, but 38" on top of a West is pretty high.
