Sort of .... the filaments are designed better so they produce better light. The trouble with the Vanagon lights is not so much the 9004 bulb, as the reflector buckets. Poor light distribution pattern compared to almost all other lights, which is why volks switch to E-code and H4.

Go to the link (Daniel Stern) and take a look at the "products" link and at the bulbs they offer. Although they don't show a 9004, you already have that and can look at it on your van. Notice the H4 bulb base and it becomes apparent they aren't interchangeable. Either call or send them an email for more information. You may be able to splice on a plug they provide, to your existing wiring but then you run into being able to mount it to the vanagon.
