I have run more effective lighting on all of my cars from the doddering old
TR3B with it's Carellos to the Alfa with the Marchals, to the 914 with Cibie
Zs, to my subaru with 4x cibie rectangulars to my grumpy old K5 and now the
Vanagon. I adjust not to annoy but to illuminate and usually don't run the
high beams at all. Especially in an urban or superslab environment, simply
not necessary there. However for jacklighting tarantulas, or annoying the
owls, I occasionally light em up.
If John has the years of experience of not annoying his fellow roadmates
then we cannot argue with that collection of data.
If the DOT or otherwise employed functionary who did the comparison against
some ill-defined and perhaps less than optimal standard and classified the
HID as "FAILED" because it was out of "whiteness" or " brighter than his
perceived or 'legal' level of goodness would allow was not in the employ of
the bureaucracy that would like to preserve US industry and legislate
seatbelts on cutting horses or liverwurst hammers, I would take his
comparison as more practical. It was more than accurate but practical,
nein!
DOT has saddled us with behind the times regulations and devices so we won't
bash our thumbs or be able to see obstacles in time to avoid them at
reasonable speeds.
I don't get flashed, although I often annoy.
