that's a good first step. Should be between 13.8 volts, and 14.5 , alternator charging. I like to measure it at the battery positive terminal myself. There is nothing in the main relay to control voltage to the ECU - I sure don't think there is.

the hyper fast wipers are a weird thing for sure. but start just like you said, checking alternator output with a volt meter, at idle, and at elevated rpm.
