Was this a private individual or a business? Almost sounds like a VW repair shop I know of in Maryland. FWIW, a couple of years ago I came acoss a late model Westy in a bone yard that I could not figure out why it was there. The engine was intact, in fact nothing had been removed from it (until I found it, that is). I don't know, maybe the heads were leaking, or the trans went bad, but it looked a lot better than most I've seen on the road (including mine at the time).
