I was in Lisbon and a couple on other spots not too long ago. Saw some Westies there. Every single one had Spanish plates. A few days after, we stopped I'm Gibraltar. Saw one Titian Red Westy with the aero spoiler in place of the luggage rack. Spanish plates again. Seems you are on the wrong side of the Iberian Peninsula.

I'll bet there is some non-English speaking club near you.
